The answer is no, in the old Laws. But with the new law farmers will be the ones who will negotiate the price to be sold to any retailers. And they could be decided during the contract signing. They are determined not to allow these reforms to succeed, and we must be foolish it we have not latched onto that by now.

A SHORT HISTORY LESSON

WHO STARTED APMCS AND WHY?

India’s first regulated market was instituted by the British after the First War of Independence, to cut a powerful Indian farming community down to size. By funneling the prosperous Indian farming community through a window of state control, later known as APMCs, farmers now had to sell through government-appointed agents and at lower prices. This ensured that they were both monitored by British administrators, and also could no longer prosper financially. This, therefore, restricted their ability to act as agents of social change and freedom, or play a meaningful role in the fight for independence.

AND WHO STARTED PRICE CONTROLS & WHY?

The Islamist caliph Alauddin Khilji imposed punishing price controls on Indian farmers almost 700 years ago. He did this for similar reasons to the British in creating APMCs: to stifle the prosperity – and therefore social mobility and power of farmers.

The current government’s reforms are therefore the first in 700 years to truly hand back power to farmers themselves.
